E-Governance in Public Universities: Administrative Challenges and Institutional Constraints in Pakistan

E-governance is critical in increasing efficiency, transparency, and service delivery in universities because higher education has been digitalized and this has made it essential. Whereas e-governance has been extensively embraced by the developed nations, the developing countries, through the public universities, are blocked by structural and administrative challenges. This paper will examine issues that influence the implementation of e-governance at Multan city in Pakistan at Bahauddin Zakariya University, Women University Multan, and Education University Multan. The quantitative design was used to gather data of 207 administrative conductors through structured questionnaires. The obstacles mentioned in the study are institutional, technological, and human-resource barriers such as poor ICT infrastructure, low digital literacy, lack of adequate funding, poor policy support, and change resistance. Irrespective of these limitations, increasing internet penetration and digitization means subdued preparedness to digital change. Results show that, besides technology, what leads to inefficiencies is also governance systems, leadership, and organizational culture, and that political instability and disjointed systems also complicate the adoption process. The research offers evidence based suggestions on capacity building, investment in infrastructure and institution reform to enhance e-governance in Pakistani universities.
