Abstract

Pakistan now finds itself at a pivotal juncture in its pursuit of e-governance. The potential of digital transformation presents unparalleled opportunity to enhance government transparency, efficiency, and citizen focus. This promise conflicts with entrenched institutional and infrastructural limitations that persistently hinder implementation. This study was conducted to explore a fundamental inquiry: How can Pakistan enhance its e-government framework to provide improved services and governance results for its citizens? This research is significant due to its emphasis on a critical national problem and its methodological rigour. This study incorporates primary data collecting and empirical analysis, in contrast to many previous studies that depend only on secondary sources. A countrywide survey with 185 individuals from various geographies and socio-economic backgrounds was performed to assess public perceptions of digital governance, focusing on awareness, accessibility, inclusion, and satisfaction with current services. Additionally, five comprehensive interviews were conducted with policymakers and practitioners actively engaged in e-governance. These viewpoints offered intimate knowledge of the difficulties of institutional inertia, inter-agency silos, and policy deficiencies. The study and interviews provided a comprehensive overview of Pakistan's e-governance ecosystem.

The study used a Heteroscedasticity-Consistent Ordinary Least Squares (HC-OLS) model to enhance the analysis, providing a rigorous statistical framework for interpreting variable correlations. This quantitative method substantiated views with facts, emphasising relationships among demographic characteristics, service accessibility, and citizen happiness. It unveiled patterns often concealed in descriptive investigations and anchored the conclusions in empirical rigour. The research progresses in an organised manner. It starts by contextualising Pakistan's present e-governance trajectory, positioning it in relation to global best practices and existing literature. It subsequently examines the empirical evidence, integrating survey data, interview insights, and model-based outcomes to provide a nuanced depiction of both advancements and challenges. Prominent themes include the conflict between expectation and actuality, the enduring digital divide, the need of resolving legislative and institutional deficiencies, and the increasing youth-driven desire for digital solutions.
